The Togolese Ministry of Economy and Finance implemented royalty increases on the 25th of September 2023. These will be applied to transshipment operations at sea, including those at Lome.

Entry/exit tax
- Entry authorisation: CFA 120,000 (approximately EUR 183)*
- Exit authorisation: CFA 50,000 (approximately EUR 76)*
*According to Art 3, this will be applied to ALL VESSELS, whether it is a STS, bunker, husbandry, etc.
Environmental tax
- Environmental fee: CFA 12 per MT (approximately EUR – 0.0183 per MT)
*Pending further clarification since it will be charged to both sending and receiving vessels for the cargo being transshipped.- (according to Art 4)
Maritime tax
- CFA 150 per MT (approximately EUR 0.229 per MT) with a minimum of CFA 1,000,000 per operation (approximately EUR 1,525)*
*Only sending vessels are subject to this fee, according to Art 5
All above-mentioned taxes will be added to the recently imposed Customs charges Extra-legal Tax – pending confirmation from authorities
