20 April, 2026 β A new export levy has been introduced by the Council of Shippers in Equatorial Guinea under Tax Law 10/2025 (dated 9 December. amending Law 10/2017), applying to hydrocarbon shipments.
Key details
- Scope: Hydrocarbon export shipments
- Basis: Calculated on the weight declared in the shipping manifest, submitted to the Council of Shippers for processing
- Cost: XAF 650 per MT (exports only), approximately USD 1.16 per MT. Refer to the tariff table for full details
- Effective date: April 15, 2025
Application
Based on local legal advice, the fee is considered to fall on the vessel in relation to the export operation and is expected to be passed through the commercial chain.
Coordination with cargo interests and/or shippers may be required.
Current status
Negotiations between agents and the authorities remain ongoing. However, as the fee has been in effect since April 15, it is likely applicable to both current and upcoming export shipments.
Early alignment between all parties involved is recommended to avoid delays in documentation or port clearance.
